Sworn To Serve and Protect

How corrupted can that pledge become, one can only wonder, when a trained professional member of one Canadian policing agency murders a representative of yet another Canadian policing agency? An RCMP officer who once boasted he was trained to kill, and that he was more efficient with a knife than with a firearm at doing just that, exhibiting anti-social tendencies, unable to restrain the emotional tide of his disequilibrium and sociopathic tendencies, suddenly and for no apparent reason, attacking and murdering an Ottawa police officer.

Sitting alone halfway through the night, writing up his reports in his cruiser, Constable Ireneusz Czapnik, 51, was slashed to death by suspended 43-year-old Mountie, Kevin Gregson.

RCMP documents paint a description of an irrational, irascible, hostile man ready to strike without provocation. "You have indicated to me that seeing a psychologist is a waste of time as you can manipulate them. You are constantly twisting what is being told to you and are very paranoid of everyone and everything ... you are convinced that every one is out to get you. Kevin, this is not natural, normal or "healthy". You refuse to be open to any type of assistance", went the memorandum from Sgt. Rhonda Harlos, the suspended Mountie's superior at his detachment in Saskatchewan.

He had been ordered in 2005 to surrender his gun, badge and office keys, along with personal weapons and ammunition, and to immediately submit to a health assessment. But only serving officers can be forced to undergo mental or physical treatment if it is deemed by the Force that they are incapable of performing their duties. A suspended officer cannot be forced to undergo psychiatric or other assessments, under the RCMP Act.

In 2007 the suspended officer was convicted of threatening a Mormon bishop. "You don't know how many ways I've been taught to kill", he taunted the church elder: "I am better with a knife than a pistol."

This suspended RCMP officer, now accused of murder, of stabbing to death an Ottawa police officer with a wife and children, a respected member of the Ottawa police force, deeply mourned, had undergone surgery a few years ago to remove cysts growing on his brain.

Now a distraught family is bereft of husband and father. The Ottawa police force has been soberly reminded of their vulnerability in carrying out their duties to protect members of society from unfortunate circumstances beyond their control, and also from other members of society who prefer to prey on others than to be law-abiding citizens. Bringing home to them that what occurred to their colleague could equally occur to them.

Reminding society at large that there exists within it a sizeable enough body of social deviants and those suffering from mental instability for whom our institutions, those that heal and those that apprehend, are never quite sufficiently prepared to deal with at all times.
